In October 2013 at a meeting with Prime Minister Dmitry Medvedev, the entrepreneurs implemented the projects in the social sector with the support of the Agency for Strategic Initiatives, identified the number of problems and administrative barriers to the development of their activities.

I would like to emphasize the most important and serious problem - it is dealing with the financial institutions. The financial institutions is not considered as the social projects, especially infrastructure, primarily because there is no serious analogies, and if there is no analogy, it is very difficult to count and decide what models need to be applied to this business. I would like to say that the key issue in dealing with banks for us, in particular, was the issue of interest rate subsidies, because the lack of analogies and the rate of 15-17% as of today stated categorically in the form of inability to ensure the financial sustainability of such projects.

Governments in many countries are developing and implementing the support system for social entrepreneurs: the benefits for the social entrepreneurs and investors who want to deal with this sector. For example, in Poland, 1% of personal income tax is directed to the social enterprises. In Russia we do not have a separate business legal structure: the non-profit organizations, co-operatives, Ltd., commercial undertakings are working in this sector. Most likely, it is necessary to introduce the definition of social entrepreneurship at the legislative level. We have prepared a draft of legislation, and we hope that it will be supported. Also we are working on initiatives related to the introduction of the amendments to the various regulations. For example, in the Federation Council ... Right now we told about the law on the social services - the new terms social entrepreneurship, social entrepreneur are introduced ... What is needed now? The law on social entrepreneurship the accessible educational programs for social entrepreneurs, the support infrastructure... The agency has prepared the network of social initiatives - this support is already formed. Why is that? Because there is a demand on sites..

The Law on PPP can not provide all the details of regulation, but the attitude towards the social projects should be marked and set in the law.

after the meeting gave the following instructions to the Government:

  • It is needed to amend the Sanitary Regulations and Standards regarding the preschool education, supplementary education for children, children's activities and recreation and social care services.
  • Federal authorities in the social sphere, together with ASI should prepare the proposals for subsidized interest rates on loans in terms of the pre-school and supplementary education, children's activities, social services - based on the results of the discussion.
  • Agency of Strategic Initiatives should support the proposals of the participants concerning the development of the recommendations on the interaction of credit organizations with the entrepreneurs in the social sphere.
  • It is needed to support the agencies due to their work on development of the draft law on PPPs, taking into account the requirement for the approval of the regulatory framework in terms of creating conditions for PPP in the social sphere.
  • It is needed to work out the detailed proposals for legislative consolidation of the concept entrepreneurship in the social sphere.
  • It is needed to support the proposals announced by Minister of Cultural Affairs Medinskiy V.R. according the approval of the preferential rental rates for bookstores of the institutions and organizations which are under the jurisdiction of the Ministry of Cultural Affairs.
  • It is needed to study the concern announced by the meeting participants regarding the VAT tax rate for the commercial educational institutions.

In October 2014 a draft law on social entrepreneurship was introduced to the State Duma. In accordance with the document it was supposed to introduce the concept of social entrepreneurship in the legal field, which refers to the socially oriented activities of small and medium enterprises, aimed at achieving the social goals, the solution of the social problems, including the support of people in difficult life situations.

The draft of the amendments to the Federal Law On the development of small and medium enterprises in the Russian Federation (FZ-209), initiated by the deputy of the State Duma, the coordinator of the project Comfortable legal environment Rafael Mardanshin, was supported by the members of the working group for the development of the legislative and regulatory support of the social entrepreneurship of the Agency for Strategic Initiatives.

National Award FORCE FOR GOOD

Force For Good is the annual award for the contribution to the development and promotion of the social entrepreneurship in Russia, established by the Fund of regional social programs Our Future in 2012. Requirements for the opening centers

  • The floor space for the accommodation of the Social Innovation Center should be at least 50 square meters and it should not be placed on the basement and ground floor
