I would like to say that the key issue in dealing with banks for us, in particular, was the issue of interest rate subsidies, because the lack of analogies and the rate of 15-17% as of today stated categorically in the form of inability to ensure the financial sustainability of such projects.
Now, there are the investors who want to deal with the social programs, the management companies, and there is a need in the regions. What prevents them? Firstly, as you rightly said, the low yield. Governments in many countries are developing and implementing the support system for social entrepreneurs: the benefits for the social entrepreneurs and investors who want to deal with this sector. For example, in Poland, 1% of personal income tax is directed to the social enterprises. In Russia we do not have a separate business legal structure: the non-profit organizations, co-operatives, Ltd., commercial undertakings are working in this sector. Most likely, it is necessary to introduce the definition of social entrepreneurship at the legislative level. We have prepared a draft of legislation, and we hope that it will be supported. Also we are working on initiatives related to the introduction of the amendments to the various regulations. For example, in the Federation Council ... Right now we told about the law on the social services - the new terms “social entrepreneurship”, “social entrepreneur” are introduced ... What is needed now? The law on social entrepreneurship the accessible educational programs for social entrepreneurs, the support infrastructure... In October 2014 a draft law on social entrepreneurship was introduced to the State Duma. In accordance with the document it was supposed to introduce the concept of “social entrepreneurship” in the legal field, which refers to the “socially oriented activities of small and medium enterprises, aimed at achieving the social goals, the solution of the social problems, including the support of people in difficult life situations”.
