SYSTEM INITIATIVE:
NEW MODEL OF THE SYSTEM OF ADDITIONAL
EDUCATION OF CHILDREN

The initiative is aimed at creation of a sustainable multilevel system of childrens extracurricular activities based on the Public and Private Partnership and implementation of modern programs of additional education in order to reveal and develop talents in each child.


Objectives of the Initiative

  • 1. Preservation and development of the additional education infrastructure.
  • 2. Implementation of the new generation of programs for additional education and development of children.
  • 3. Creation of a new system for childrens motivation.
  • 4. Ensuring freedom of choice by the child and the parent of an additional education system regardless of its ownership.
  • 5. Involvement of major enterprises in determining the profile of support resource centers in the regions.

PILOT REGIONS

Four regions were chosen for pilot implementation of the initiative: the Republic of Tatarstan, the Altay Territory, the Moscow Region, the Khanty-Mansi Autonomous District (Yugra).

MODEL PROGRAM: DEVELOPMENT OF THE CHILDRENS RECREATION AND HEALTH IMPROVEMENT SYSTEM IN THE CONSTITUENT ENTITIES OF THE RUSSIAN FEDERATION

The model program of development of the childrens recreation and health improvement system in the constituent entities of the Russian Federation is an institutional mechanism to implement the new principles for development of the childrens recreation sector based on the experience of successful projects, the best regional practices, samples of effective legal regulation as well as proposals by representatives of the business community operating in this area.

The documents includes the measures to create favorable conditions for developing the system of childrens recreation and health improvement, elimination of administrative barriers, promoting competition and encouraging private investors when building the infrastructure of childrens country recreation and health improvement in the constituent entities of the Russian Federation to increase the number and the quality of countryside organization for childrens recreation and health improvement.

Model Programs Participants

The Model Program includes the proposals by 23 constituent entities of the Russian Federation and over 30 representatives of organizations for childrens recreation and health improvement of various types of ownership. Co-developers were the Research and Development University Higher School of Economics, the Interregional Public Organization Promotion of Childrens Recreation, the Moscow Center for Childrens and Family Recreation and Health Improvement

The pilot period of the Model Program Approbation (20132015) included enhancement of the regional programs with measures provided for by the Model Program; experience exchange under successful projects and their implementation in the constituent entities of the RF; working out the mechanism of certificates for childrens recreation and health improvement; creating a database of inefficient entities that may be transferred to concession or otherwise resuscitated and entered into the business turnover.

To diagnose the development of the childrens recreation and health improvement system, an institutional analysis, a statistics research, a legal basis study and a population survey have been conducted in the pilot regions. Scenarios of the Model Program implementation in each pilot region have been developed as well as methodical recommendations on the implementation of the PPP models in the sphere of childrens recreation.
