Developments in digital medicine and education and smart city to be included in NTI Roadmap in Tomsk Region

Digital Medicine and Digital Education projects with the participation of regional industrial enterprises, Tomsk universities, general and extended education institutions will be launched at the Smart Technologies Tomsk innovation territorial cluster. This was explained by Vera Adaeva, the head of the NTI Integration Center and the ASI Digital Economy program, to asi.ru.

"In 2018, the Tomsk Region plans to create the Living Lab, a site for urban infrastructure in the format of the Smart City (i.e., a territorial innovation cluster - Ed.) project alliance, for the NTI market projects to be developed there. In particular, they include EnergyNet, HealthNet and SafeNet," Vera Adaeva said.

The roadmap for the NTI implementation has been approved by the Governor of the Tomsk Region Sergey Zhvachkin. The events included in the roadmap will be aligned with the Strategy for the Region’s Social and Economic Development until 2030 and the INO Tomsk project.

"The most remarkable projects on the NTI issues are implemented in the cluster format; these are digital medicine, smart city, robotics, technical vision and pharmaceutical projects. The events on the roadmap will enable us to expand the list of projects in those NTI markets where Tomsk companies are not present yet," Andrey Antonov, Deputy Governor of the Tomsk Region, said to asi.ru.

The roadmap states that small and medium-sized innovative enterprises are to receive advisory assistance in preparing projects for the NTI Development competition: the regional authorities will support 30 projects in 2018 and 75 more before 2020.

The Department for Innovation of the Tomsk Region Administration and the Department of General Education of the Tomsk Region will expand the regional group unit of the Club Movement. They plan to prepare and submit for approval by the NTI dedicated task force at least four projects in 2018 and at least eight projects in 2019.

According to the document, the Tomsk Kvantorium children's technology park will open two educational modules for the NTI issues in 2018 and ten more in 2019-2020. Twelve companies will be involved in the development of educational programs. No less than 500 students will be trained under these programs until 2020.

"Historically, the Tomsk Region Administration pays special attention to the development of human capital, especially regarding young people. The region plans for 2018 envisage that at least 200 schoolchildren will take part in the NTI academic competition. A consistent increase in the number of participants is expected in 2019-2020," Vera Adaeva said.

The winners of the National Technology Initiative (NTI) competition organized by the Agency for Strategic Initiatives (ASI) and the Russian Venture Company (RVC) in April 2016 were sixteen regions.

The following ten pilot regions of the Russian Federation take part in the development of the regional NTI model: the Krasnoyarsk Territory, Moscow, Moscow Region, Novosibirsk Region, Republic of Tatarstan, Samara Region, St. Petersburg, Tomsk Region, Ulyanovsk Region, and Chelyabinsk Region. Six Russian regions that have proven to show high interest in the work have been additionally selected, with the status of the Candidate Regions assigned to them: the Kaluga Region, Krasnodar Territory, Udmurt Republic, Tula Region, Republic of Bashkortostan, and Khabarovsk Territory.
