Tyumen region headed the National rating of the investment climate in 2018

    The Tyumen region outran the Republic of Tatarstan and Moscow in the top three of theNational rating of the investment climatein the constituent entities of the Russian Federation in 2018. On May 25, the updated top twenty was presented by Svetlana Chupsheva, General Director of the Agency for Strategic Initiatives (ASI), at theSt. Petersburg International Economic Forum (SPIEF 2018).

    The Tyumen region rose by 5 positions and took the first line in the integral rating of 2018. Moscow moved from the third to the second place, and for the first time since 2015, Tatarstan gave place to the leader, closing the top three winners.

    A major breakthrough in 2018 was made by St. Petersburg, which showed growth of 13 positions at once and moved to the fourth line. Tula region retained its place in the top five.

    Vladimir, Ivanovo, Kostroma, Lipetsk and Rostov regions, the Republics of Bashkortostan and Mordovia left the top twenty in 2018. Belgorod, Kaliningrad, Novosibirsk, Sverdlovsk and Yaroslavl regions, Khabarovsk Territory and Khanty-Mansiysk Autonomous Okrug - Yugra, took their place in the top 20.

    Part of the indicators - mainly the regulatory ones - is in the zone of joint responsibility of the regions and territorial bodies of the federal government. In general, they did not have an impact on the leaders of the rating, but in a number of regions - for example, in Mordovia, Komi, Rostov region - the situation in respect of these indicators worsened. We must understand why this happened, - said Svetlana Chupsheva.

    The Head of the ASI reported that in 2018 the growth in the rating was demonstrated by 78 regions, and announced the list of the most successful of them.

    The Tyumen region, the Kaliningrad region, the Novgorod region, the Kurgan region, the Khanty-Mansiysk Autonomous Okrug, said Svetlana Chupsheva. - In September of the last year, the President instructed to ensure that the subjects of the Far East hit the top 30 rating by 2020. The Khabarovsk Territory is already in the top twenty. The Kamchatka Territory and the Sakhalin region have increased their indicators noticeably.

    Growth leaders: Sakhalin region (+42 positions), Kamchatka Territory (+36), Republic of Buryatia (+35), Kaliningrad region (+24), Novgorod region (+24), Kurgan Region (+22), Ryazan region (+ 22), Khabarovsk Territory (+22), Orel region (+21), Republic of Kabardino-Balkaria (+21), Republic of Adygea (+19), Samara region (+17).

    The rating is calculated based on 44 indicators - they are reduced to the index (maximum of 400 points).

    Main areas of evaluation

    • Regulatory environment: procedures for connecting to networks, obtaining construction permits, and registration of ownership.
    • Institutes for business: those services and opportunities that are created for entrepreneurs.
    • Infrastructure and resources: roads, communications, incubators and technoparks (technological clusters), personnel.
    • Support for small business: subsidies and other support measures, sites, and educational programs.

    Leaders in the direction Regulatory environment - Ulyanovsk region, Krasnodar Territory, Tula region, Republic of Bashkortostan, and Novgorod region.

    On some procedures on the average in the country the actual result is better than the target one. The deadline for obtaining a construction permit is 105 days, instead of 129. During a year, we managed to save two weeks for entrepreneurs. The time of connection to the networks is 73 days, instead of 90 (minus 10 days compared to the last year), noted Svetlana Chupsheva.

    Leaders in the field of Institutes for Business are Tyumen region, Leningrad region, Chukotka Autonomous Okrug, St. Petersburg and Voronezh region.

    Entrepreneurs positively evaluated the work of investment portals, the ratings of organizations for attracting investment grew. For several years in a row, we conducted control purchases and saw that in many regions these organizations were created just for the sake of appearance and protected from potential investors by fences, literally, the Head of the ASI commented on the changes that occurred during the year.

    The leaders in the field of Infrastructure and Resources are the Rostov region, the Belgorod region, the Republic of Dagestan, the Tyumen region and the Republic of Bashkortostan.

    According to Svetlana Chupsheva, respondents are dissatisfied with labor resources, quality of telecommunications and highways. The need to address infrastructure problems drew the attention of the President in the Decree on National Goals and Strategic Development Tasks for the period till 2024. So, the directions for further actions are set, she added.

    The leaders in the field of Support of Small Business are Moscow, Tula region, Tyumen region, Khabarovsk region and Smolensk region.

    A number of indicators have grown up here, but in my opinion, a landmark is the share of government purchases from small entrepreneurs. In 2015, the figure was ridiculous - 0.3%. In 2017, it constituted already 36%. In absolute terms, this is almost a billion rubles, Svetlana Chupsheva said.

    The national rating of the investment climate in the constituent entities of the Russian Federationis compiled by the Agency for Strategic Initiatives along with the leading business associations and assesses the effectiveness of the regional authorities in creating an enabling business environment. In 2017, it first covered all regions and made it possible to assess the quality of the investment climate in dynamics (in 2016, the survey was also conducted in all regions of the Russian Federation, but the Nenets and Chukotka Autonomous Okrugs, the Republic of Crimea and Sevastopol were evaluated out of the rating).
