The expert board of the Agency for Strategic Initiatives (ASI) approved the results of supporting 18 education, 5 social, and 5 business projects supported from 2016 through 2019. At the meeting held on July 4 in Moscow, the office made a resolution to deem 28 projects successfully implemented.
Projects presented at the meeting had received administrative, methodological, and information support in accordance with the declared purposes of appeals to the ASI.
New Business – smart bracelet, titanium thread, composite hockey sticks, corrective contact lenses, and omnichannel HR service.
- Introduction of personal devices for the efficient management of occupational health and safety processes
The project is based on HealBe's development. This is the GoBe fitness tracker that monitors the person's condition (calorie intake; hydration, glucose, stress level; etc.) based on skin reactions.
GoBe wristbands are a part of the AVIST.HSE integrated solution developed by ITPS Group for managing occupational health and safety processes and monitoring employees' health condition.
"One of proposals was to fit this wristband into the integrated solution for process safety at industrial enterprises. We helped the initiator to package the project into an offer for corporations and held negotiations with a number of them. The solution was presented to Russian Railways, Transneft, the Moscow Metro," Director of the Project Center of the ASI's New Business direction Svetlana Yegelskaya reported to experts.
- Expanding the production of elastic titanium implants
The company produces medical implants based on a proprietary titanium thread.
The titanium fabric is woven from 0.04 mm microwire that has no analogs in the world. These medical devices are used in various hernioplasty, dental, and gynecology surgeries.
"Over 5 thousand surgeries have already been performed using elastic titanium implants. They have well-established rehabilitation efficiency – the risk of postoperative complication is significantly (five times) lower vs. the closest analogues," Svetlana Yegelskaya explained. "We presented the project to a number of relevant medical organizations; titanium silk is being tested by the Central Research Institute of Dental and Maxillofacial Surgery, and the results will be received in late 2019 already".
The ASI also presented the project in Kaliningrad, Leningrad, Sverdlovsk, and Voronezh Regions, as well as in Krasnoyarsk Krai, the Republic of Bashkortostan, and a number of Far East regions. "The information on the company's products was provided to regional medical organizations," materials of the ASI's expert board office say.
The products are supplied to more than 50 medical establishments of the Ministry of Healthcare of the Russian Federation, the Russian Academy of Sciences, the Ministry of Defense of the Russian Federation, and the Ministry for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters of the Russian Federation.
- Growing the production of composite hockey sticks from carbon fiber reinforced plastic and glass fiber
ZaryaD is the only factory in Russia producing a wide range of hockey sticks from composite materials for all ages and professional levels. The sticks are designed and tested with the participation of professional players and hockey experts while being cheaper than foreign analogues.
"We ensured the communication between the project leader and federal agencies, as well as assisted in the work with the Ministry of Sport and the Ministry of Industry and Trade of the Russian Federation on the company's industry initiatives. In June 2019, the Government of Russia approved the Sport Industry Development Strategy up to 2035," Svetlana Yegelskaya reported.
The ASI also held consultations on the programs of development institutions and assisted in communications on export promotion with the Russian Export Center. Apart from the Republic of Tatarstan where the company's factory is located, interaction was organized with the Moscow, Chelyabinsk, Novosibirsk, and Tula Regions.
- Expanding the production of special medical contact lenses
The Moscow-based SkyOptix Laboratories is expanding the production of individual special medical lenses correcting vision where surgical treatment is not possible. The lenses achieve the most efficient visual rehabilitation of patients.
The modern precision manufacturing of similar lenses in Russia is now underdeveloped, and therefore patients are forced to order them in other countries at high prices with lengthy delivery times. The mass production of special lenses will reduce the existing time limits by a factor of three (up to one week) and the cost by half vs. Western analogues.
The ASI assisted the initiator in obtaining marketing authorizations for the series production of overnight and scleral lenses from the Federal Service for Surveillance in Healthcare. The initiator was helped to organize the communication with funding institutions – MSP Bank, the Moscow Industry and Entrepreneurship Support Fund.
"Consultations were held in regard to the soft loan program for SMEs (rate: 8.5%) of the Ministry of Economic Development of the Russian Federation to raise funds for the next project stage and in regard to the tax relief procedure for the acquisition of process equipment having no analogues in the territory of the Russian Federation (with the Ministry of Industry and Trade of the Russian Federation)," materials of the ASI's expert board office say.
- Omnichannel service for personnel onboarding, training, evaluation, and development (TeamSintez)
The TeamSintez platform supports the creation of corporate mobile services with little to no involvement of developers to reduce resources for introduction by a factor of 3–5. The solution passed pilot tests and is used by Sberbank, TMK, AK Bars.
The ASI supported the project in communications with large companies to create specialized corporate products. Pilot projects are being implemented in two large companies that expressed interest in the solution.
The development was also presented to the Ministry of Digital Development, Communications and Mass Media of the Russian Federation for the purpose of obtaining the information on project support programs.
Social Projects – exoskeleton, cyborg competitions, school meal ordering service, entrepreneurship factory, and student teams for social changes
- Creating and developing the production of powered exoskeletons – ExoAtlet
"The Agency initially undertook to support this project in 2016 as part of the initiative New Quality of Life for Persons with Health Limitations. The ASI assisted in conducting the necessary clinical studies that constituted a ground for obtaining an individual marketing authorization and in the initial entry of the product into rehabilitation centers. In 2017, the project contacted us for additional support – to develop the new model ExoAtlet Bambini used for the rehabilitation of children, teenagers, and small-sized people," Project Director of the ASI's Social Projects direction Mikhail Istomin reported.
Exorehabilitation methods were tested with the assistance of the ASI in the Tver, Bryansk, and Volgograd Regions, as well as Perm Krai. The project got financing as part of the National Technology Initiative (NTI) for the development of the children's exoskeleton ExoAtlet Bambini.
"Four rehabilitation methods have been developed and are now in place; as a result of the meeting with businesswomen at the premises of the ASI's supervisory board, the Russian President instructed to use ExoAtlet at the third stage of medical rehabilitation – this was one of the main requests submitted by the initiator to the Agency," Mikhail Istomin noted.
The project also raised funds in the amount of $5 million from the South Korean Cosmo and Company for the creation of the international organization ExoAtlet Global.
- Cybathletics – social and technological shift. Age of new heroes
The Union of Developers and Suppliers of Assistive Devices Cybathletics comprises six leading companies. They hold National and Regional Championships among developers and users of assistive devices (AD).
During the project implementation, competitions of disabled persons in Cybathletics and the Russian Championship in Cybathletics were held, i.e. 14 events (9 competitions and 5 demo sessions).
"This project had also been previously supported by the Agency and contacted us for follow-up support in 2018. As part of follow-up work with this project, we held a number of workshops to generate the development strategy of the industry and Cybathletics as a development institution, defined barriers, and proposed solutions. In particular, the project initiators set themselves a task to prepare the national team for performing at the international competition Cybathlon," Mikhail Istomin explained.
The ASI ensured interaction with the regional authorities of Moscow, St. Petersburg, Sevastopol, the Kaluga and Kemerovo Regions, as well as the Republic of Bashkortostan. The Union of Developers and Suppliers of Assistive Devices Cybathletics was defined as a specialized organization of the industrial cluster Medical and Rehabilitation Cluster of the Novgorod Region.
Methodology support included: working out a strategy for the institution of development of assistive devices and technologies Cybathletics, determining financial models for calculating the efficiency of AD market development, consultations on forming an application for a grant from the Presidential Grants Fund.
- Education project Entrepreneurship Factory
The project participants gain theoretical and hands on knowledge in entrepreneurship and jointly with mentors – experienced entrepreneurs – create a new business or develop the operating business.
Key components of the project include: START Factory – an educational program on creating a business from scratch for first-time entrepreneurs; PRO Factory – six-week program on the development of the operating business under the tutelage of successful entrepreneurs; open master classes with the participation of famous entrepreneurs; remote course on the launch of a business with a mentor; trainings – analysis of real-world business cases; reality show – television project on creating a business for first-time entrepreneurs; business plan factory – off-the-shelf solutions for business in the format of video lessons; program Business. Facts – video interviews with famous Russian entrepreneurs; Factory – Children – educational course for children aged 8 to 15.
The ASI's expert community was engaged to develop the Entrepreneurship Factory organization standard to be replicated in the regions.
The Agency ensured interaction between the project initiators and the relevant regional executive bodies. The project from Tatarstan was replicated in 12 regions of Russia (Republic of Dagestan, Novgorod Region, Kirov Region, Udmurt Republic, Tula Region, Nizhny Novgorod Region, Republic of Bashkortostan, Chuvash Republic, Kaliningrad Region, Samara Region, Khabarovsk Krai, Kamchatka Krai).
- International student program for social entrepreneurial projects Enactus
As part of the Enactus program, student teams develop and implement their own projects aimed at solving social tasks and improving the population's quality of life. Program season's duration – 1 year. Season start (team formation) – September. The project team has representatives in Tomsk, Ufa, Rostov-on-Don, Kazan, Samara, and Nizhny Novgorod.
The ASI organized interaction of the project initiators with universities and university centers in the regions of Russia for the purpose of youth social entrepreneurship development. This enabled involvement in the Enactus program of over 25 new higher educational institutions.
- Happy Lunch
Online service for parents to order student meals. The project established a partnership between educational organizations and food production facilities, that offers to parents and children an opportunity to choose a most suitable breakfast and lunch taking into account not only sanitary-epidemiological standards and requirements of the Russian Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor), but also nutritional requirements and children's health conditions (allergies and food habits). Afterwards, children receive the ordered meals in their educational establishments.
The ASI ensured interaction with the Ministry of Education of the Russian Federation, Rospotrebnadzor, and the relevant regional executive bodies in charge of student catering for the expert examination of the project and its subsequent adoption by educational institutions.
With the support of the ASI, the Happy Lunch project has been replicated in three areas – Moscow Region, St. Petersburg, and Khabarovsk Krai. The service has been joined by over 100 general educational institutions.
Young Professionals – unmanned vessel, distance employment, individual educational trajectories, foresights, and Boiling Points
"These projects are not just end; they remain in the ecosystem (of the National Technology Initiative (NTI)). They are either supported by NTI working groups or remain in the Boiling Point network. We do not discontinue contacts with the project initiators; on the contrary, they have a closer interaction with us," Executive Director of the Autonomous Non-Commercial Organization "NTI Platform" Andrey Siling noted.
- Systems Project Creation of New Jobs and Legalization of the Labor Market in the Sphere of Distance Employment
The subsequent implementation of the project is taken over by the Center for Competence of the federal project Personnel for Digital Economy – University 20.35. Participants of the distance employment development working group created as part of the ASI's systems project are included in the expert group Labor Legislation and Flexible Employment of the Center for Competence.
“By the end of 2019, it is planned to conduct an integrated study on taking into account the specifics of the operation of digital economy companies for the purposes of verification and update of barriers identified by the systems project working group. The study results will form the backbone of proposals on improvement of labor legislation in respect of flexible labor relations. Upon approval by the relevant federal executive bodies, the proposals will be submitted to the Ministry of Labor and Social Protection of the Russian Federation in the format of draft regulatory legal acts,” materials of the ASI's expert board office read.
Inter-university youth project on the design, construction, and operation of a research vessel and marine mobile laboratories by efforts of students with the support of the key stakeholders and professionals in the maritime domain.
The project is included in The NTI Kruzhok Movement roadmap; the application has been filed with the NTI project office to get financing for the equipment of the vessel with unmanned features.
"Interaction has been organized between Sevastopol State University and the Ministry of Science and Higher Education of the Russian Federation to include the engineering competition among shipbuilding majors and specialties in the program of the All-Russian engineering competition and the Ministry of Economic Development of the Russian Federation to include the Marine Technology Center of Sevastopol State University in the list of the Federal Target Program events," materials on the support results say.
Pioneer-M also passed the expert examination of the Maritime Register of Shipping "in respect of the shift to the submission of vessel design documents in the new format of an electronic 3D model."
- Foresight Camp. Far Eastern Forum Amur
The project enabled to form a team network and define a pool of institutions for the support and implementation of the National Technology Initiative in the Far East. The ASI's employees adapted and transferred the Rapid Foresight method to the project leader for the task of creating proto-projects and network institutions for the support and implementation of the NTI in the Far East.
The subsequent implementation of the project will be ensured by the NTI community participants, including at the premises of Far Eastern Boiling Points in Vladivostok, Khabarovsk, and Yakutsk.
- Digital talent management platform
The project is aimed at the creation of a promising complex for managing the individual educational trajectories of talented youth. Data vendors – participants and organizers of The Kruzhok movement, high-tech entrepreneurs.
The ASI ensured the support in filing the application with the NTI Project Office. The project was recommended and approved for implementation as part of the NTI Kruzhok Movement roadmap and got financing for the technological development of the platform solution in the amount of 40 million rubles (from the Interdepartmental Working Group for the Development and Implementation of the NTI under the Government Commission for Modernization of the Economy and Innovative Development of Russia).
- Island 10.21
The education space of Russky Island is an education and communication environment for technological development leaders of Russia based on the free sharing of competencies, practices, and tools necessary for addressing technological revolution challenges. The project was implemented in 2018 at the premises of the Far Eastern Federal University.
"Individual educational programs were made up using recommendation services formed by artificial intelligence on the basis of participants' profiles. In addition, an experiment was conducted to collect the participant's digital footprint including the courses attended by the participant, as well as artifacts and products created during such courses: projects, ideas, schemes, documents, roadmaps, software codes, objects printed on 3D printers. Over 60 methods for digital footprint analysis were developed", the project result description says.
The new educational intensive course – Island 10-22 – is to take place on July 2019 on the premises of the Skolkovo Institute of Science and Technology.
Another 13 projects approved at the meeting of the ASI's expert board office were related to the opening of the Boiling Point team spaces in the regions of Russia – in Ivanovo, Irkutsk, Novosibirsk, Chelyabinsk, Ulyanovsk, Tomsk, Obninsk, Vladivostok, Lipetsk, St. Petersburg, Petrozavodsk, Khabarovsk, and Kaluga.
"The acceleration phase is over. These platforms are now integrated in the common network of Boiling Points and operate successfully," Andrey Siling noted.
