The Bureau of the Expert Board of the Agency for Strategic Initiatives (ASI) approved the results of the support of 17 projects. ASI’s support was expressed in favor of solutions implemented under the National Technology Initiative on the development and launch of high-tech industries and the introduction of digital technologies, as well as in the area of additional education for schoolchildren.
Following the discussion of the results of project support, experts made a number of systemic proposals. According to Anna Belova, Deputy Chairman of the Expert Board of the ASI for Strategic Development, Chief Research Officer of the Center for System Transformations (Moscow State University), emphasized that project initiators often apply to the Agency with a typical set of requests for project support. “For 6 years of work the ASI has accumulated unique experience, which makes it possible to select system solutions for typical blocks within ASI’s directions. This is important, because such an approach allows to minimize the current routine work and choose the activity that gives the maximum effect,” she said.
Another proposal received from experts was to create business gateways - when projects received at an early stage of readiness pass through the accelerators within the NTI, then flow into the group of “New Business”, and then it makes it possible to create a discussion platform for the referral of these projects to development institutions and interested commercial customers - where there is an opportunity for commercialization and rapid development of the project.
Projects supported by the ASI
Experts presented the results of the implementation of the system project “Increasing the efficiency of urban development as a result of the creation of a system for maintaining the standard territorial plan”
The essence of the project was to create an effective system for updating information resources containing large-scale topographic, cartographic and geodetic information using modern information technologies. This approach improves the efficiency of urban development activities by providing its participants with reliable and up-to-date information on built-up and under-development areas in the process of their urban development.
Conceptual approaches to the formation of an information system for the support of urban planning (ISSUP) have been changed at the state level.
Currently, the draft law on amendments to the Urban Planning Code of the Russian Federation has been prepared and submitted by the Government of the Russian Federation to the State Duma of the Russian Federation, providing for:
clarification of the information to be recorded in the ISSUP, including the results of engineering surveys and the plan of ground and underground communications with the indication of information on the location of existing and projected utility networks;
performance of the function of ISSUP operators by the executive authorities of the regions of the Russian Federation or subordinated state budget institutions.
The development of a standard replicated software for the management of ISSUP is being completed.
Development of the production of high-tech medical products: coronary stents and catheters, metal medical products, memory-preserving forms, and other medical products for endovascular medicine.
Project leader: Andrey Kudryashov, Director General of Angioline JSC
Angioline is one of the largest Russian manufacturers of medical products (stents, catheters) for the treatment of cardiovascular diseases. The current capacity is over 60,000 stents a year, the share in the Russian market is 15% (threefold growth in three years), the localization of the production of medical products is ~ 75%.
Considering that a significant share of the market is occupied by foreign-made medical products with a value higher than that of domestic products, the company was interested in expanding production and increasing the share of Russian products.
The ASI provided support in communications with specialized executive authorities on industry proposals to support domestic manufacturers of medical products and ensure competitive access to procurement. In order to develop the export potential of the company and to enter the markets of Vietnam and Kazakhstan, resources of the Russian Export Center (REC) were involved. Moreover, the company got assistance in addressing “targeted” issues related to the supply of specialized medical equipment and duty refunds.
Organization of batch production of fleece knitted fabric from polyethylene terephthalate in the Ivanovo region.
Project leader: Ivan Petrov, Director of Protex LLC
Protex LLC, a manufacturer of textile products, initiated an investment project to create import-substituting production of fleece synthetic fabric in 2015. In Russia, fleece is almost not produced, this segment is represented by almost 95% of imports, including more than 75% of supplies from China.
In October 2017 the company organized a new production in the Rodniki industrial park. Target output indicators - up to 3.6 million gwp meters a year, investment in the project - 430 million rubles (including 300 million rubles - a loan from the Industrial Development Fund). During implementation of the project, 60 new jobs were created. After the launch of the project, the company plans to occupy about 5-6% of the Russian market and to arrange the export of manufactured products to the EU countries.
The Agency held consultations on the current measures of state support at the regional and federal levels. Communications with the REC have been organized in search of new partners in European markets and for participation in international industry exhibitions.
Construction of a scientific and industrial complex for the production of bus chassis and components in the Vladimir region.
Project leader: Alexey Bakulin, Director General of Bakulin Motors Group LLC
BMG LLC, Vladimir region, is implementing an investment project to create a high-tech production complex for the production of various modifications of bus chassis and assembly of buses on their basis. It produces buses of various classes and purposes: gas engine, electric and unmanned vehicles. The first stage of the project has already been implemented, a number of production lines has been launched, a procuring shop, robotic stations for body welding and painting have started their operation, a bus assembly has been started. The design capacity at full load will amount to 1,200 buses a year, the robotic processes will allow to reduce the labor intensity of operating models by 30% and ensure high speed and sustained performance. Investments exceeded 3.2 billion rubles. The company created 250 new jobs.
The agency assisted the company in developing a financial model and an investment memorandum, in attracting funding for the first stage of the project. With the support of the ASI, a business mission was organized in the UAE, where the company signed a number of export agreements with the countries of Africa and the Middle East. Collaboration with development institutions, as well as with the REC, was organized, financing of export projects from Roseximbank and insurance from EXIAR were provided.
Organization of a IGBT module batch assembly production line for a wide range of capacities.
Project leader: Alexander Semenov, Director General of Proton-Electrotex CJSC
Proton-Electrotex JSC is a leading Russian enterprise specialized in the development and manufacture of power semiconductor devices, that brings out insulated-gate bipolar transistors - IGBT modules for different capacities with a range of currents from 10A to 3 600A, thyristors, diodes, coolers, voltage limiters. The products are widely used in conventional and “green” energy, electric transport, industrial equipment. 60% of the products are exported to Europe (mainly to Great Britain and Germany), 16% - to Asia, and 24% - to Russia.
As part of the project, the production of transistors for medium capacity and sales of 2 types of modules have been started, development works have been conducted for 4 new types. Investments in the development of devices and equipment of the site exceeded 230 million rubles.
The agency provided support in cooperation with the executive authorities - the project was submitted to the Ministry of Industry and Trade of Russia and approved for implementation. In the Oryol region, the project is included in the register of investment projects. Communication with the development institutions - the Industrial Development Fund and the REC - was ensured to implement the investment strategy and export activities. The interaction with the Russian Railways (Center for Innovative Development) on the introduction of a new product line on the Russian market was organized.
Increase in sales on the federal market and export supplies of natural Baikal water brands.
Project leader: Maxim Surin, co-owner, BAIKALSEA Group of Companies
BAIKALSEA Group of Companies is a leader of the market of bottled water and beverages in the Irkutsk region and the Republic of Buryatia (market share is more than 60%). Brands of the company - natural water BAIKAL PEARL, therapeutic and table mineral water BAIKAL RESERVE, BAIKAL WATER. The company is the only producer of unique high-end Baikal water. The project promotes the development of related industries (development of glass packaging production, packaging production, tourism, etc.) and has export potential. The project promotes import substitution - according to experts, up to 20% of the bottled water market is occupied by foreign European brands.
The agency provided the company with consulting and methodological support in preparing an investment strategy and a business plan to attract financial partners to the project. Moreover, communications with the REC have been ensured for programs to support export activities, including projects for exhibition activities, business missions, Internet sales to the Chinese market, etc.
Path to the profession.
Project leader: Ivan Zassoursky, editor-in-chief of Chastny Korrespondent (Private Correspondent) online newspaper, member of the Council under the President of the Russian Federation for Civil Society Development and Human Rights
The project provides for an effective way of employment of graduates of specialist universities through the assessment of their course, research and diploma papers on the Nauchny Korrespondent (Scientific Correspondent) platform. This allows employers to save money, time and effort necessary for the professional training of young professionals due to better and more accurate selection of personnel.
During the project support, the Nauchny Korrespondent platform (nauchkor.ru) was launched for the submission of course and diploma papers, where more than 3.7 thousand research, diploma and course papers were submitted. Three partnership agreements with Saint Petersburg State University, the National Research University “Belgorod State University”, Vernadsky Crimean Federal University were signed for the publication of graduation theses on nauchkor.ru.
The 11 largest Russian universities were invited to join the “Path to the profession” project. Negotiations are held with them on the participation of students in the project competitions, on the publication of their diploma and course papers on the platform for checking for plagiarism.
A key measure of the ASI’s support was the re-profiling of the Nauchny Korrespondent platform for the search and submission of diploma and course papers for overcoming the technological barriers facing companies implementing the National Technology Initiative (NTI).
Factories of the Future / Technet NTI roadmap
Project leader: Alexey Borovkov, Vice-Rector for Advanced Projects of St. Petersburg Polytechnic University
The project is aimed at forming key competencies that ensure the integration of advanced production technologies and business models for Factories of the Future, with the purpose of creating globally competitive products. As part of the project, the establishment of factories of the future with the leading high-tech enterprises of the Republic of Tatarstan was initiated. An agreement was signed between Saint Petersburg State University, St. Petersburg and the Ivanovo region on the creation of a digital factory in the consumer goods industry and fashion industry in the Ivanovo region. Today, about 30 high-tech domestic companies take part in the Factories of the Future project. Since July 2017, the project has played the role of an additional center for integrating educational projects in the field of additive technologies.
The agency provided support in communication and involvement of the specialized deputy ministers - Industry and Trade Deputy Minister and Economic Development Deputy Minister. Assistance was provided in the development of a list of promising long-term projects in the areas of NTI for implementation within the Factories of the Future project, as well as in the approval of the roadmap, the development of the Technet community and working group. With the support of the ASI, the “Advanced Production Technologies” track was included in the NTI Olympics.
AnyWalker / Technet NTI roadmap
Project leader: Igor Ryadchikov, Director General of Dynamic Stability Systems LLC (ÎÎÎ «Ñèñòåìû äèíàìè÷åñêîé ñòàáèëèçàöèè»)
AnyWalker is a multi-purpose non-anthropomorphic robotic platform with a dynamic stability control, capable of moving in an unprepared environment, such as rugged ground, multi-storey buildings, urban environments with unpredictable obstacles, under zero-gravity conditions. It allows to create a line of robotic solutions from toys to all-passing machines for mastering complex areas.
The ASI provided support in the search for partners, in the closer cooperation with the Moscow-based Kvantorium, Singapore Industrial Automation Association; the project was submitted to the Minister of Trade and Industry of the Russian Federation. With the assistance of the Agencies, an educational course on robotics and mechatronics will be developed on the premises of Kuban State University, Maikop State University.
Chance2Live / NTI’s HealthNet roadmap
Project leader: Artem Belov, Chief Technical Officer/co-founder of Digital Medicine LLC (ÎÎÎ «Öèôðîâàÿ Ìåäèöèíà»)
Chance2Live is an expert and analytical information platform for the diagnosis and treatment of cancer. The breakthrough nature of the solution lies in the machine vision technology used to collect primary data on the pathological process at the stage of histological and immunohistochemical (IHC) studies. The system allows to get objective and accurate diagnosis of the patient, a survival forecast and the best patient-specific treatment plan.
The project obtained the status of Skolkovo resident; was approved by the Russian Academy of Sciences - two new prototypes were jointly created and tested successfully. With the support of the Agency, it was possible to obtain positive expertise on the project from the Ministry of Health of Russia and RVC JSC (ÀÎ «ÐÂÊ»), which caused the receipt of financial support in the amount of 7 million rubles. Assistance was provided in the search for experts in the field of medical equipment certification, interaction with R-Pharm was established.
Innovative approaches to the diagnosis and prevention of hereditary diseases in the Russian Federation / NTI’s HealthNet roadmap
Project leader: Artem Yelmuratov, Chief Development Officer of Genotek LLC
The project is aimed at creating a system for identifying the status of a carrier of hereditary diseases with a view to their effective prevention. Its idea is to develop a DNA test to identify mutations that determine the development of common hereditary human diseases. Each person is a carrier of chromosome or genetic disorders that lead to the development of severe hereditary diseases: malformations that cause up to 40% of infant mortality or single-gene disorders leading to early disability (aged 0 to 17 years).
During the project support, a DNA test was developed to identify more than 50 of the most common hereditary diseases. Genotek received an investment of USD 1 million from Pharmstandard JSC.
The Agency provided support in the search for pilot regions for testing the project. With a view to receive expert support, a meeting was organized with the participation of representatives of the Committee for Industrial Policy and Innovation, the Health Committee, the Committee for Social Policy and experts of healthcare organizations of St. Petersburg.
Production of reagents for DNA diagnostics for the purpose of import substitution / NTI’s HealthNet roadmap
Project leader: Valery Ilyinsky, Director General of Genotek LLC
The project aims to create a domestic production of DNA diagnostic reagents based on the next-generation sequencing methods - in order to reduce the dependence of Russian companies and organizations on foreign supplies of similar reagents.
In 2017, the development of the project was focused on research and development, as well as on the search for additional funding.
In that context, the main support of the project was the examination carried out by the HealthNet working group - the project was approved for implementation. With the support of the Agency, a number of meetings have been organized with market participants, as well as development institutions and supervisory agencies. The strategic session “Next-generation sequencing technologies in Russia - what should we produce?" was held on the Boiling Point site, in which the project participants, key players in the DNA diagnostics market, representatives of the scientific community and the supervising agencies took part.
Next-generation molecular diagnostics for personalized medicine in oncology / NTI’s HealthNet roadmap
Project leader: Vladislav Mileyko, Head of Oncology Department of Atlas LLC
The project represents a universal diagnostic platform for molecular study of tumors with the aim of selecting the most preferable treatment scheme - Solo. Oncologists get access to a combined source of molecular and diagnostic information and accumulated scientific knowledge for personalized drug selection through the system.
The Agency assisted in cooperation with the Ministry of Education and Science of the Russian Federation on the evaluation and support of the project, that made it possible to involve N. Petrov Research Institute of Oncology into the project. The Press Service of the Institute announced that it was planned to complete the development of the Russian information system for clinical trials of antitumor drugs using blockchain technology in 2018.
Communication with the specialized federal executive authorities, as well as experts in the field of clinical trials and related fields, has been ensured, which allowed receiving the necessary comments on the project and building up a further scheme of interaction with market experts. Work was initiated to create Russia’s first “smart” register of clinical trials, focused on the needs of patients, doctors, CRO and pharmaceutical companies.
Cinema of Russia
Project leader: Anna Krutova, “Alternative Education in Cinema and Television” Project Manager
As part of the project, the Association of Cinema and Television Producers develops modern programs of additional education of children in the field of film technology, which imply the immersion of children (the principle of dual education) in the process of film production and training related to the main film production jobs (producer, screenwriter, director, operator and production shop expert) based on advanced techniques. The method of practical training of the School of Cinematic Arts of the University of Southern California (USC) has been adapted for the programs.
As an administrative support, the Agency provided assistance in communications with the Ministry of Culture of Russia, the Ministry of Education and Science of Russia, the related departments of Moscow. Agreements on cooperation have been concluded with 10 regions of the Russian Federation. In those regions where the project was implemented, workshops were held with creative youth with the participation of prominent figures in Russian film production.
We welcome children here
Project leader: Yuri Belonoschenko, Director General of Baby-Club LLC
The project is aimed at creating a friendly urban environment for children - public places: restaurants, cafes, offices, administrative buildings offer open access to their institutions for parents with children or children aged under 12. They can go there to have a drink, wash their hands, rest. The entrance to such institutions is marked as “We Welcome Children Here”, a logo specially designed for the project. Special re-equipment of spaces is not required. The project team also organizes training for the staff of such institutions in the field of proper communication with children.
More than 150 companies joined the project, including Sberbank, Alfabank, VTB 24, Shokoladnitsa, Dodopizza, SELA, Formula Kino, ELC and others. Participating organizations are marked on the city’s interactive map on the project site - it contains about 2000 points already.
As part of administrative support, the Agency assisted in the promotion of the project in the Novgorod region, the Leningrad region, St. Petersburg, the Far Eastern Federal District. The project was presented in the countries of South America: Peru, Chile, Bolivia, as well as at the international summit of the Global Challenge Alliance (to the Ashoka Foundation and OECD).
Ethnomir Culture and Education Center
Project leader: Ruslan Bayramov, President of International Charity Public Fund “Dialogue of Cultures-United World”
Ethnomir Culture and Education Center shows the life, traditions and culture of the peoples of Russia and the world. The following ethnic buildings are located at authentically reconstructed courtyards: hotels, craft workshops, museums, traditional restaurants, souvenir shops and other buildings that convey the flavor of traditional life. Visitors can become residents of any ethnic courtyard, feel all the versatility of culture and enrich themselves with knowledge about the life and traditions of different peoples. The main principle of the Center is the general equality of cultures.
As part of the administrative support, the Agency assisted in cooperation with the Federal Agency for Tourism, the Ministry of Education and Science of Russia, the related departments of Moscow, cooperation agreements were signed with 47 regions of the Russian Federation.
Together with “Federal Corporation for the Development of Small and Medium Enterprises” JSC, measures have been developed to support small and medium-sized enterprises in the field of folk arts and crafts, handicraft activities, ecology and organic agriculture.
