Staffing support to the Russian industry with a new generation of workers and engineers in 2020 prospective.
The list of assignments following the Annual Message of the Russian President to the Federal Assembly dated December 4, 2014 put forward the following tasks:
To create a staff training quality monitoring system, establishing that one of the quality criteria for such training shall be the results of regional and sectoral teams’ participation in national championships of professional skills, including in the WorldSkills Russia National Championship.
To develop and approve a range of measures aimed at improving the system of secondary vocational education, establishing that one of the quality criteria for such training in the 50 most demanded and prospective professions and specialties in accordance with the best international standards and advanced technologies by 2020 in half of professional educational institutions as one of the targets indicators.
In the of assignments following the working trip to the Sverdlovsk region, held on March 6, 2018, the following task was identified:
To ensure the implementation of measures for the implementation of the project "Regional Standard of Personnel Support for Industrial Growth" in all constituent entities of the Russian Federation.
Within the framework of the strategic initiative “Staffing Support to Industrial Growth” we replicate the best regional and corporate practices and verified system solutions to the international level with the use of the tools of Skills Development working group BRICS, Global Education Futures Forum and WorldSkills International. And our leaders, in their turn, get access to the generation of the advanced federal and international agenda in their respective areas. Each leadership project, each unique regional and corporate practice, as well as system measures, bring us closer to the goal of ensuring more qualitative, practice-oriented training of modern workers and engineers.
In the Ministry of Industry and Trade, we particularly keenly feel the shortage of skilled workers in the industry. Some lag in the quality level of training to working professions may be overcome due to integration of our country into the international infrastructure of personnel training and stimulating a person to develop his or her own competencies. WorldSkills is one the key elements of such infrastructure. The Atlas of New Professions is another unique project that helps understanding which sectors of the economy will develop new technologies and what new professionals will be required to work with these technologies in future.
Dual education is based on the cooperation between the business and the system of professional training. In the Kama region, the Perm CCI acts as the coordinator of this project. The Chamber prepares the enterprises’ order for staff, oversees the creation of new educational programs, develops an independent evaluation of the professional training quality. All these elements are integrated into a system that has proved its efficiency. We are ready to share our experience with other regions focusing on creation of new high-performance jobs.
The rapid evolution of business processes, introduction of new technological solutions and equipment, automation processes and other trends bring forth new requirements to personnel and personnel training. The cycle of professional training of a student cannot often keep up with the market and employers’ requirements. In modern conditions, anticipatory personnel training plays a key role. Forecasting of professions and competencies for the future is actual for strategic development of all major industrial companies in Russia, including Roselektronika, OJSC.
It is right now necessary to implement modern world-level standards into the staff training, create comprehensive conditions for holding championships under the WorldSkills standard at the highest level in our country and consolidate expert communities to develop competencies.
The initiatives of the ASI in the sphere of professional training demonstrate the most coherent and systematic approach to the personal training in line with the needs of the economy. Due to organization of a tight cooperation between the employees, the education system and regulator, we manage to reach a solution of a number of accumulated problems and to implement the best world practices, such as World Skills and dual education. Very important is the relationship of this work with the elaboration of a strategic vision of future professions, supra-professional competencies and new educational formats that we can obtain only in a dialog with global carriers of the best practices - this is ensured by the Global Education Futures project and cooperation with the Business Council of the BRICS countries.
Today, our main objective is ensuring the compliance of our graduates’ qualification both with the requirements of the regional labor market and the best global standards.
The system of secondary professional education is one of the bases for economic development of the regions and the whole country. Nowadays, when domestic enterprises work under the conditions of global competitiveness, the Russian industry’s efficiency, the labor productivity is closely linked to the qualifications of the enterprise’s employees.
Thus, the modern educational and training system, highly skilled workers and mid-level professionals are among the most important factors of global competitiveness of our industry.
The “Atlas of New Professions ” is a successful attempt of describing the trends that form the new types of employment and new competencies. The continuation of this project, along with a study of actual state of the population’s competencies, can hugely contribute to the development of the Russian economics human resource capacity.
Two key principles of the competition - “learning from the best” and “learning through work” - form the basis for a system of corporate training of our staff. In the process of competitive assignments, the participants learn from each other, from experts of the leading industrial enterprises.
One important component of the modern economy is the propagation rate of advanced knowledge, technologies and competencies. In our project of the Open Technology Academy we are planning to create an infrastructure that helps quickly obtaining scarce although high-demanded knowledge and skills. Ideally, a scientific or technological breakthrough shall not be spaced from transformation of such knowledge into educational and methodological materials by more than 2-3 months. What is more, not only acting specialists but also students and schoolchildren must learn from advanced solutions.
